The Cutler-Orosi Joint Unified School District is located in the northern, rural, unincorporated area of Tulare County. The area is known for its fruit production, especially grapes, raisins and plums, and for the dairy industry. While much of the population works in agriculture, pay is low and there is a great deal of poverty in the area. Approximately 85% of our students are limited in English when they enroll. Cutler-Orosi JUSD has a district-wide free breakfast and lunch program. The communities are composed of the "working poor." 71% of all households are under the poverty line.

Our programs are highly successful in meeting the needs of this population and, in fact, Palm Elementary School has been recognized as one of the 75 schools in the State doing an outstanding job with English Learners. The AVID programs at El Monte Jr. High School and Orosi High School have been designated as Demonstration Schools for their excellence.

There is a high level of cooperation between community agencies that is coordinated through monthly meetings of the Connect Group. There is a wonderful sense of shared responsibility and all agencies work closely to prevent duplication of effort and to assure that community needs are met.

The focus of the school district is to "Develop character and academic excellence." All staff work closely with parents and community to achieve these goals. Character Counts is used to enhance academic programs at each of our schools. We expect high levels of behavior and academic achievement from each of our students.
